AbstractIn a practical guide to program evaluation, many issues still facing this rapidly expanding profession are discussed. Strategies are suggested for overcoming difficulties and establishing a systematic and effective approach to the profession. The most appropriate methods for the different purposes of evaluation are pointed out, and procedures are described to ensure productive communication during the evaluation process. Ethical responsibilities in evaluation, problems of training and assessing evaluators, and effects of evaluators' preferences and values on their investigations are also discussed. Situations and conditions that make evaluation unnecessary or unproductive are examined, and numerous examples of negative and positive evaluation efforts are included. The results of two surveys that describe the training of evaluators and evaluations of federally-supported (DOD, etc.) adult training programs are also reported. It is shown that many of those programs had been assessed with emphasis on formative evaluation, that most had written statements of goals, and that well over half of the programs had been modified as a result of the evaluation. Workbook-like tables, charts, and checklists are supplied to aid in the practical application of evaluation principles. (LBH)
